Use Breezeway's default assignee (and set priority) when creating tasks manually from Sparrow

Problem / context

When a task is created manually from a Sparrow conversation, it isn't assigned to the default person set up for that department in Breezeway. The assignee has to be picked by hand each time. For operators managing many properties, that means looking up the right person for every property and department, which is slow and easy to get wrong. Manual tasks also can't be given a priority, so everything lands in Breezeway at the same level.

Requested capability

When creating a task manually from Sparrow, default the assignee to the department's default assignee in Breezeway, and allow a priority to be set.

Detail / spec

• Pre-fill the assignee with the Breezeway default for the selected property and department, while still allowing it to be changed.
• Add a Priority field to manual task creation: Urgent, High, Medium, Low, Lowest.
• If no default is configured in Breezeway, leave the assignee blank as today.

Acceptance criteria

• Selecting a department on a manual task automatically fills in that department's Breezeway default assignee.
• The assignee can still be overridden before the task is created.
• Priority can be set on manual tasks and is passed through to Breezeway.
